Method
 

Dough Preparation
  1. In a mixing bowl, combine flour and salt. Gradually add warm water and oil, stirring until you form a smooth dough. Knead for about 5 minutes until elastic, then cover with a damp cloth and let it rest for 30 minutes.
Filling Preparation
  1. While the dough is resting, mix together ground beef, green onion, onion, oyster sauce, soy sauce, black pepper, ginger, and water until well combined.
Rolling Out the Dough
  1. After resting, roll the dough out to about ¼-inch thickness, dividing it into 8 equal pieces.
Filling and Sealing
  1. Take each piece of dough, spoon about 2.5 tablespoons of filling into the center, fold and seal tightly.
Preparing for Frying
  1. Wet one side of each pie with water and press the moist side into sesame seeds.
Frying
  1. Heat oil in a pan, fry meat pies on each side for about 4 minutes until golden brown.
