Step-by-Step Instructions
  1. Slice the beef sirloin or flank steak thinly against the grain into strips, about ¼ inch thick. Marinate in a bowl as you prepare the batter.
  2. In a mixing bowl, whisk together the cornstarch, all-purpose flour, baking powder, salt, and pepper. Add egg and water to create a smooth batter.
  3. Heat vegetable oil in a deep pan or wok to about 350°F (180°C). Coat marinated beef strips in the batter, and fry in small batches for 3-4 minutes until golden brown.
  4. In another large pan, heat sesame oil. Sauté minced garlic and ginger until fragrant, then add onion and bell pepper, cooking for 2 minutes.
  5. Pour in the soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar. Stir to combine and simmer for about 2 minutes.
  6. Gently toss the crispy fried beef strips in the sauce until well coated, increasing heat slightly for 2-3 minutes.
  7. Transfer to a serving platter, garnish with red chilies and green onions, and serve immediately with rice or noodles.
