- Slice the beef sirloin or flank steak thinly against the grain into strips, about ¼ inch thick. Marinate in a bowl as you prepare the batter.
- In a mixing bowl, whisk together the cornstarch, all-purpose flour, baking powder, salt, and pepper. Add egg and water to create a smooth batter.
